President and Executive Director of the Center for Human Rights and Constitutional Law Foundation - 1980 to present.

Focus of work includes technical support on constitutional rights of immigrants, refugees, and children, class action litigation of issues of issues with broad impact on indigent minority and ethnic communities, technical support and training for advocates and immigrant communities, and international human rights cases and campaigns.

Mr. Holguín has served as General Counsel with the CHRCL Foundation - 1984 to present.

Mr. Holguín's practice focuses on legal, legislative, and educational work in furtherance of the rights of immigrants and refugees. He has served as lead and co-counsel in numerous impact litigation cases involving deportation, political asylum, the rights of juveniles, and social services.

Zara obtained her JD from the Harvard Law School, in June 2011. Zara's work focuses on the provision of technical support to legal services providers by providing updates on state and federal statutory and regulatory developments impact on the immigrant clients of QLSPs, providing amicus briefs to QLSPs in cases involving immigrant clients, participation in impact litigation in conjunction with QLSPs on behalf of low-income immigrant clients of QLSPs, and preparation of a manual on the rights of California immigrant children.

Marguerite obtained her BA from New York University and her MA from Loyola Marymount University. She provides administrative support including financial reporting, funding applications, IT, human resources, insurance, tax matters, and website maintenance. Marguerite also provides support to attorney staff including preparation and filing of legal documents and maintenance of litigation files.

Antonio provides assistance for CSS/LULAC (Newman) clients, walk-ins and others requesting information or referrals, manages the website, processes CSS/LULAC (Newman) Special Master appeals, responds to telephonic and written inquiries regarding class action settlements, routinely updates databases and contact sheets, supervises interns and volunteers, and maintains paper files, digital files and indexes.
